The gold price in Dubai is always cheaper than in India because of many factors, the most important is the import duty on gold. Dubai has 0% import duty on gold and hence the gold price in Dubai is almost identical to the international price, while India has 10.35% import duty on gold so the gold price in India is higher than in Dubai by about 11%.
Update: in 2018, the government has applied a 5% VAT (Value Added Tax) on purchasing goods including gold which has led to an increase in the gold price in Dubai than before, however the price is still significantly lower than other countries.
